Background: The Solid Waste Division would like to utilize Klamath County’s membership with Sourcewell by purchasing Eleven (11) 40 cubic yard roll-off containers with crank up reversible lids off of the Contract 040621-WQI through Wastequip. The estimated cost of each container is $10,039, the grand total of all Eleven (11) containers with shipping will be $117,646.50 to be paid out of the Solid Waste equipment reserve. The Solid Waste equipment reserve will be reimbursed for the full cost through an internal transfer to the Solid Waste equipment reserve from the Sheriff’s Marijuana Grant.

Background: The Solid Waste Division would like to utilize Klamath County’s membership with Sourcewell by purchasing One (1) 2024 Kenworth T880, Cummins X15 450 truck, which includes a General Equipment Company Magnum Planetary Roll-Off System with Pioneer Rack & Pinon Tarp, off of the Kenworth Contract 060920-KTC through Pape Kenworth. The estimated cost of the roll-off truck is $284,238.23 to be paid out the Solid Waste equipment reserve. $153,194.00 of the total cost will be reimbursed through an internal transfer to the Solid Waste equipment reserve from the Sheriff’s Marijuana Grant; delivery and payment will take place in FY 23/24.

Background: The attached purchase approval is from Landmark Ford for a 2023 Ford F150 Police Responder utilizing Oregon Price Agreement #1660 for the Patrol Division – IMMEGP Marijuana Grant. Upfitting for the vehicle will be provided by Day Wireless Systems Emergency Response Systems according to Oregon price Agreement #178014 #9502. The purchase of the F150 and the upfit, to include radio, repeater, and graphics, not to exceed $70,000.
Recommended Motion: Approve the Klamath County Sheriff’s Office to accept the quotes and to sign for the purchase of a 2023 Ford F150 Police Responder from Landmark Ford (Oregon Price Agreement #1660) and upfit from Day Wireless Systems (Oregon Price Agreement #178014) Emergency Response Systems (Oregon Price Agreement #9502). Expenditures not to exceed $70,000 to be paid from the Sheriff’s Office Equipment Revenue Fund – CJC IMMEGP Grant.
Background: Resolution #2010-009 was signed and approved on November 3, 2009 permitting a gate to be constructed on Topper Avenue to help minimize vandalism and trespass from patrons of the old Topper Tavern. In 2019, the Tavern was lost in a structure fire, and a written request to remove the gate was submitted to Public Works by residents along Topper Avenue to allow unimpeded lawful public access. This Order terminates the Public Works gate permit and rescinds Resolution #2010-009.
Recommended Motion: Board to rescind Resolution #2010-009 allowing a gate to be constructed on Topper Avenue in Klamath County, Oregon. Fiscal Impact is none.
Background: The Veterans Advisory Council has vacancies and has recommended the appointment of Joe Henslee and Kari Jo Parisi who are willing, able and eligible to serve a term on the Board commencing this day and expiring December 31, 2025.
Recommended Motion: Approve and sign the attached Order appointing Joe Henslee and Kari Jo Parisi to the Veterans Advisory Council. Fiscal Impact: None.
Background: The Pine Grove Highland Special Road District Board has a vacancy and has recommended the above named applicant who is willing, able and eligible to serve a term on the Board commencing January 1, 2023 and expiring December 31, 2025.
Recommended Motion: Approve and sign the attached Order appointing Robin Huntsman to the Pine Grove Highland Special Road District Board. There is no Fiscal Impact.
Background: The Title III Allocation Advisory Council has two at large vacancies. Five applications were received, and interviews were conducted by the Board of Commissioners. Mike Cook and Lacey Jarrell were selected and are willing, able and eligible to serve a term on the Council commencing this day and expiring December 31, 2024.
Recommended Motion: Approve and sign the attached Order appointing Mike Cook and Lacey Jarrell to the Title III Allocation advisory Council. Fiscal Impact: None.
Background: The Klamath County Commissioners wish to establish a committee to maintain both the adopted Forest Management Plan and Trail System on Spence Mountain and keep the Commissioners advised. In the January 3, 2023 Administrative meeting, the Klamath County Commissioners agreed to form the Klamath County Spence Mountain Management Advisory Committee.
