Background: Around the world, human trafficking has stripped nearly 25 million people of their safety, dignity, and liberty – disproportionately affecting historically underserved and marginalized communities. During National Human Trafficking Prevention Month, we reaffirm our commitment to ending this inhumane and immoral practice in all its forms. And as we bring perpetrators to justice, we renew our pledge to help survivors recover and rebuild their lives.
Recommended Motion: Proclaim January 2023 as Human Trafficking Awareness Month in Klamath County. No fiscal impact.
Background: The Klamath County Event Center/Fairgrounds’ RV Park Expansion Project is underway. One of the issues that has been brought to the Fair Board/Management’s attention is the possibility that supplies for the RV Park Expansion Project could be delayed causing the project completion to be set back for an undetermined time. In an attempt to expedite delivery of important power supplies, PEC procured the needed quotes for RV Park Service Pedestals for this project. As stated in the supporting documentation, Platt has the best pricing at $17,332 for the 47 units. PEC would place the order immediately, adding a 10-15% material mark up on the pedestals for this order. The Fair Board met on January 9, 2023 and unanimously voted to accept the price point from Platt and to allow PEC to place the order, with the 10-15% material mark up. This purchase would be made immediately to lock in the needed delivery date to move the RV Expansion Project along.
Recommended Motion: Approve the order through PEC for the needed 47 RV Park Service Pedestals for the Event Center/Fairgrounds RV Park expansion project. Authorize Derrick Rowley, Event Center Director, to accept and sign for delivery. Fiscal Impact: $19,975.00 from the Event Center/Fairgrounds Operating Budget, Capital Outlay.
Background: The Klamath County receives numerous public record requests each year. Currently, this is only tracked through email thread and all collaboration is done through email, with manual redaction of items. This presents some risks of not receiving timely requests or the collaboration being convoluted. NextRequest has been acquired by CivicPlus, our current website vendor. This allows for seamless integration with our website and the public. This will also assist and create a portal to track records requests and release information easily, especially if it is requested multiple times by multiple people. This software also has a built in software component for redaction of documents. NextRequest is offering us an opportunity to try the software for $699 for a year and then if we continue to utilize the software, it would be $8388. They also will assist with training any departments that are interested in utilizing this platform for their requests.
Recommended Motion: Approve the agreement with NextRequest with a fiscal impact of $699 for a year, from the Technology Maintenance budget, authorizing the IT Director to sign.
Background: Klamath County Foreclosed on the above-mentioned properties on September 22nd 2020 (taxlot 4600) and the final piece November 22nd 2022 (taxlot 1400) in accordance with Oregon Revised Statutes as found in Chapter 312. The primary use of these properties has been a shop/fuel station, commercial/Industrial. The Oregon Department of Environmental Quality has been asked to facilitate the environmental investigation of, and the performance of removal or remedial actions for the properties. The term of this agreement is for two years.
Recommended Motion: Approve and sign the Access Agreement between Klamath County and Oregon Department of Environmental Quality to facilitate the environmental investigation of, and the performance of removal or remedial actions for the property known as 109320 Hwy 97 N, Chemult, OR. Fiscal Impact: None
Background: The carpet at the Main Library was installed in 2000 and it shows a lot of wear and tear. Last year we replaced the carpet in half of the library and this year we would like to replace the other half. We do not anticipate having to close the library for this project. Maintenance contacted 4 carpet specialists and received two quotes:
• Cardinal Flooring and Supplies: $66,470.73
• Diamond Home Improvement: $74,074.51
Recommended Motion: Authorize the Library Director to accept the quote from Cardinal Flooring and Supply to replace the carpet at the Main Library, 126 S. 3rd street, Klamath Falls.
