Background: On December 6, 2022 Public Works issued an Invitation For Bids for the 2023 Stearns Corridor Roadway and Sidewalk Improvements project. On January 10, 2023 the Public Works Department opened bids and received the following responsive bids:

Background: The Board of Commissioners voted to hire a consultant/firm to help facilitate creating a County Strategic Plan; four proposals were received. A committee of five was created to review and score the proposals, of which Moss Adams was chosen.

Recommended Motion: Approve and accept the proposal from Moss Adams to develop a County Strategic Plan. Fiscal Impact is None.
Background: Government agencies, utility companies and some landowners wish to contract with Klamath County for noxious weed control and compensate the County for the service provided. Klamath County must charge fees that will reimburse the County for all costs incurred in providing the service. It has been determined that this new fee is reasonable and provides for continuation of these services.
Recommended Motion: Hold Public Hearing and take public comment. Fiscal Impact is $132.05 expenditure to the Weed Control Operating Budget.
Background: Klamath County enters into agreements with outside agencies to treat noxious weed infestations on their property. This resolution will set fees to be collected for providing weed control services and reimbursement to Klamath County for costs incurred.
Recommended Motion: Board approve and execute resolution to establish Weed Control fees for 2023. Fiscal Impact is to be determined by Weed Control Agreements.
Background: Under O.R.S. 569.360 the Board of County Commissioners may declare noxious weeds which are to be destroyed and prevented from producing seed within the County. This order declares all of Klamath County a Weed Control District and identifies those weeds declared noxious.
Recommended Motion: Board approve and execute order declaring Klamath County a Weed Control District and declaring Noxious Weeds in Klamath County for the year 2023. Fiscal Impact is none.
Background: The Pine Grove Highland Special Road District Board has a vacancy and has recommended the above named applicant who is willing, able and eligible to serve a term on the Board commencing this day and expiring December 31, 2023.
Recommended Motion: Approve and sign the attached Order appointing Dennis Paddock to the Pine Grove Highland Special Road District Board. There is no Fiscal Impact.

Background: Klamath Sportsman’s Park was awarded a contract for a Tourism Competitive Grant on May 25, 2022. The contract completion date is February 17, 2023. Due to the unforeseen circumstances related to product availability as a result of the COVID-19 pandemic, Lew Stork, VP Sportsman’s Park Board, has requested an extension to complete the RV Park Expansion – Phase 1. The attached amendment extends the contract for 6 months expiring on August 17, 2023.
Recommended Motion: Motion to approve Amendment #1 to the contract between Klamath County and Klamath Sportsman’s Park. Fiscal Impact: There is no fiscal impact.
Background: The Domestic Well Grant Review Panel met on May 5, 2022 to review and recommend grant applications to the Board of County Commissioners (BOCC) for funding. The BOCC reviewed the recommendations and approved funding to grant recipients during the Admin meeting on June 7, 2022. The following grant recipients have satisfied all grant submissions and the agreements are complete and signed by the applicants.

Recommended Motion: Board approve and authorize the Public Works Board liaison to sign Agreement No. 6905672340004 between the US Department of Transportation Federal Highway Administration and Klamath County for the Westside Road Chip Seal Project under the Federal Lands Access Program (FLAP). Fiscal Impact is $511,046.00 income to the Public Works Operating Budget.
Background: On August 2, 2022 the Board of County Commissioners approved the Project Memorandum of Agreement for the Clover Creek Chip Seal Project under the Federal Lands Access Program (FLAP). The action proposed is to approve the final grant agreement.
Recommended Motion: Board approve and authorize the Public Works Board liaison to sign Agreement No. 6905672340005 between the US Department of Transportation Federal Highway Administration and Klamath County for the Clover Creek Chip Seal Project under the Federal Lands Access Program (FLAP). Fiscal Impact is $476,209.00 income to the Public Works Operating Budget.
Background: By the authority of ORS 190.110; the County as a unit of local government, may cooperate with and enter into intergovernmental agreements for any lawful purpose with a federally recognized Indian tribe. Klamath County shall act as consultants to perform all commercial plan reviews and related inspections as directed by the Tribes to obtain a certificate of occupancy “C of O” for the 6000 New Way property. Estimated consulting hours are included as Exhibit “A”; this agreement shall expire on June 30, 2023.
Recommended Motion: Approve Memorandum of Agreement with Klamath Tribes, a federally recognized Indian tribe, acting by and through the Klamath Tribal Health & Family Services for the purpose of the Building Department to provide building code consulting and related services to the tribes; this agreement shall expire on June 30, 2023; authorize the Interim Building Official to sign agreement; Fiscal Impact, revenues estimated at $2,528.00 to the Building fund 5050-6030-6031.
Background: The Klamath County Ordinance 21.1 allows for Social Gaming License by firms, persons, or corporations doing business for profit. Each new application is reviewed by the Klamath County Sheriff’s Office. The Sheriff has recommended the Social Gaming Licenses be granted. No house income may result from the operation of these social games.
Recommended Motion: Approve the Social Gaming License for Mohawk Restaurant for three tables, Four Aces Social Club for four tables and Klamath Social Club for four tables. The fiscal impact is revenue of $1100.00 ($100.00 per table) to the General Fund-Commissioners.
