In the matter of approving the Minutes from the January 28, 2020 Business Meeting. - BOCC

Background: Approve the Minutes which summarize all business by the Board of Commissioners for the Business Meeting held on the date stated above.

In the matter of Approval and adoption of the Bylaws for the Klamath County Emergency Preparedness Committee. - BOCC

Background: The Board of County Commissioners have formed the Klamath County Emergency Preparedness  Committee. The scope and purpose of this committee is to bring together leaders from local government, emergency services, private business, and economic development for the purpose of enhancing our community awareness towards being prepared for a wide variety of disasters. 


Fiscal Impact: None.


Recommended Motion: The Commissioners approved the attached bylaws at the January 28, 2020 Administrative meeting.

Bids/Awards/Proposals

1.

In the matter of accepting the proposal with Hunter Communications for Unified Networking Services for Klamath County - Jessica Chastain, Information Technology

Background: Information Technology put out an RFP for Unified Networking Services on
November 12, 2019. There was only one responsive proposal received, which was from Hunter
Communications. The current contract with Hunter Communications expires on 6/30/2020 and this
contract is expected to cost Klamath County around $7,800 per month in voice services and $8,400 per month for data services to all locations.

Fiscal Impact: No fiscal impact.

Recommended Motion: Motion to accept the proposal from Hunter Communications.
Authorize Information Technology Director to accept the proposal. At this time, there is no fiscal
impact to the Technology Maintenance budget.

Resolutions

1.

In the matter of signing a Resolution establishing the Klamath County Emergency Preparedness Committee. - BOCC

Background: The Klamath County Commissioners wish to grow community preparedness regarding potential catastrophic events such as the Cascadia earthquake expected to hit off the Oregon coast sometime in the future. In the January 29, 2020 Administrative meeting, the Klamath County Commissioners agreed to form the Emergency Preparedness Committee.

Fiscal Impact: None at this time. 

Recommended Motion: Approve and sign the attached Resolution.

In the matter of appointing Brienne Humphrey and Delbert Fox to the Budget Committee. - BOCC

Background: The Budget Committee has a vacancy, Brienne Humphrey has applied for said vacancy and is willing, able and eligible to serve. Additionally, Delbert Fox has expressed interest in serving as an alternate. 


Fiscal Impact: None.


Recommended Motion: Approve and sign the attached Order appointing Brienne Humphrey and Delbert Fox (Alternate) to the Budget Committee.

In the matter of reappointing Carrie Andre to the River Pine Estates Special Road District Board. - BOCC

Background: The River Pine Estates Special Road District Board has a vacancy and has recommended the reappointment of Carrie Andre.  Ms. Andre is willing, able and eligible to serve another term on the Board commencing this day and expiring December 31, 2022.

Fiscal Impact: None.

Recommended Motion: Approve and sign the attached Order appointing Carrie Andre to the River Pine Estates Special Road District Board.

In the matter of reappointing Brigitte Marker to the Veterans Advisory Council. - BOCC

Background: The Veterans Advisory Council has a vacancy and has recommended the reappointment of Brigitte Marker.  Ms. Marker is willing able and eligible to serve another term on the Council.  

Fiscal Impact: None.

Recommended Motion:  Approve and sign the attached Order appointing Brigitte Marker to the Veterans Advisory Council.

Licenses

1.

In the matter of approving a Social Gaming License for the Mohawk Restaurant & Lounge for one (1) card table. - BOCC

Background: The Klamath County Ordinance 21.1 allows for Social Gaming License by firms, persons, or corporations doing business for profit.  Each new application is reviewed by the Klamath County Sheriff’s Office for criminal history.  This applicant has paid the fees and has no criminal history.  No house income may result from the operation of these social games. Each license is effective for one calendar year.

Fiscal Impact: Revenue of $100.00 ($100.00 per table) to the General Fund Commissioners.

Recommended Motion: 
Approve the renewal of the Social Gaming License for the Mohawk Restaurant & Lounge for one (1) card table.

11.

Library Service District

1.

In the matter of approving the Lease Agreement for the Chemult branch located at 120 Damon Street, Chemult, OR with the Chemult Community Center and authorize the Library Director to sign. - Nathalie Johnston, Library

Background: The Klamath County Library has been leasing the one-story School/Community Center from the Chemult Community Center since 1997. The current lease will expire March 1st, 2020 and we are requesting to approve a new lease for another five years, until 2025. The new lease will increase the monthly payments by $25.00 from $175.00 to $200.00 per month with the option to renew the lease in March of 2025 for another five years term. In 2025 the rent will increase by $25.00, making the lease $225.00 commencing in March 2025 thru February 2030.

Fiscal Impact: From the Materials and Services Fund the amount of $800.00 for the fiscal year 2020, then $2,400.00 for fiscal years 2021 thru 2025. For fiscal years 2026 thru 2030 the annual fiscal impact will be $2,700.00

Recommended Motion: Approve the Lease Agreement for the Chemult branch at 120 Damon Street, Chemult, OR with the Chemult Community Center and authorize the Library Director to sign. Fiscal Impact $800.00 for the fiscal year 2020, then $2,400.00 for fiscal years 2021 thru 2025. For fiscal years 2026 thru 2030 the annual fiscal impact will be $2,700.00
