In the matter of presenting the monthly Employee Service Awards -BOCC

Background:  Employees are presented service awards in 5 year increments beginning with their first 5 years of service to Klamath County.

In the matter of appointing Pamela Redding to the Developmental Disabilities Advisory Board. - BOCC

Background: The Developmental Disabilities Advisory Board has a vacancy and has recommended the above named applicant who is willing, able and eligible to serve a term on the Board.

Recommended Motion: Approve and sign the attached Order appointing Pamela Redding to the Developmental Disabilities Advisory Board.  There is no Fiscal Impact.

In the matter of appointing Steve May to the Sun Forest Estates Special Road District Board. - BOCC

Background: The Sun Forest Estates Special Road District Board has a vacancy and has recommended the above named applicant who is willing, able and eligible to serve a term on the Board commencing this day and expiring December 31, 2025.

Recommended Motion: Approve and sign the attached Order appointing Steve May to the Sun Forest Estates Special Road District Board. There is no Fiscal Impact.

In the matter of reappointing Phillip Grohs to the Bonanza Langell Valley Vector Control District Board. - BOCC

Background: The Bonanza Langell Valley Vector Control District Board has a vacancy and has recommended the above named applicant who is willing, able and eligible to serve a term on the Board commencing this day and expiring December 31, 2026.

Recommended Motion: Approve and sign the attached Order appointing Phillip Grohs to the Bonanza Langell Valley Vector Control District Board. There is no fiscal impact.

In the matter of reappointing Jerry Bowers and Lucio Ortega Vargas to the North Shasta Lighting District Board. - BOCC

Background: The North Shasta Lighting District Board has vacancies and has recommended the appointment of the above named applicants who are willing, able and eligible to serve a term on the Board commencing this day and continuing until December 31, 2026.

Recommended Motion: Approve and sign the attached Order appointing Jerry Bowers and Lucio Ortega Vargas to the North Shasta Lighting District Board. There is no fiscal impact.

In the matter of appointing Denise Stilwell and Bryce Mallory to the Klamath Housing Authority Board. - BOCC

Background: The Klamath Housing Authority Board has vacancies and has recommended the above named applicants who are willing, able and eligible to serve a term on the Board commencing this day and expiring July 31, 2027.

Recommended Motion: Approve and sign the attached Order appointing Denise Stilwell and Bryce Mallory to the Klamath Housing Authority Board. There is no Fiscal Impact.

Agreements

1.

In the matter of approving an agreement with Discover Klamath Visitor and Convention Bureau (Discover Klamath) for tourism related services. Vickie Noel - Finance

Background:  The Board of County Commissioners (BOCC) accepted a proposal from Discover Klamath for services to promote tourism within Klamath County on June 14, 2022.  This agreement has been negotiated between the Executive Director of Discover Klamath and the BOCC and is ready for approval.  The termination date of the contract is set for June 30, 2028, with two (2) two-year renewals.

Recommended Motion:  Approve the agreement with Discover Klamath Visitor and Convention Bureau for tourism related services. Fiscal Impact: Expenditure of an amount based on Klamath County Code 603.610 “Tax Revenue Sharing” from the Transient Room Tax fund.


2.

In the matter of an Agreement between Klamath County and J.K. Development Co. for Reimbursement of Roadway Costs. Jeremy Morris, Public Works

Background:  In 1998 and 2001, J.K. Development Co. received “entitlement” for the 11th Addition of Sunset Village, Phase 2 without any expiration timeline established.  To meet current Land Development Code requirements, Klamath County desires connectivity for utilities and transportation purposes to the neighboring property.  Contingent on Items A, B and C (in the attached agreement), Klamath county will reimburse J.K. Development Co. for roadway improvement costs not to exceed $121,550.30.

Recommended Motion:  Board to approve and execute the Agreement between Klamath County and J.K. Development Co. for Reimbursement of Roadway Costs.  Fiscal Impact is $121,550.30 expenditure to the Road Department Operating Budget.

3.

In the matter of an Agreement between Klamath County and Klamath Irrigation District for Aggregate Purchase. Jeremy Morris, Public Works

Background:  Klamath Irrigation District (KID) is converting irrigation ditches and canals into piped facilities to mitigate water loss.  In doing so, KID is in need of fill material for backfill, and have requested to purchase material currently stockpiled at the Harpold Quarry and owned by Klamath County.  This material is “crusher reject”, and has not been used or needed for County road purposes.  The cost for the crusher reject is $5.00 per cubic yard.

Recommended Motion:  Board to approve and execute the Agreement between Klamath County and Klamath Irrigation District for Aggregate Purchase.  Fiscal Impact to be determined by material used. 

4.

In the matter of executing the contract between Klamath County and Rocky Mountain Construction, LLC for the 2023 Stearns Corridor Roadway and Sidewalk Improvements project. Jeremy Morris, Public Works

Background:  The Board of County Commissioners awarded the bid for the above referenced project.  Execution of the contract finalizes the award.

Recommended Motion:  Board to approve and sign the contract between Klamath County and Rocky Mountain Construction, LLC for the 2023 Stearns Corridor Roadway and Sidewalk Improvements project.  Fiscal impact is $1,955,369.05 expenditure to the Public Works Operating Budget.

5.

In the matter of PO No 4500504013 between Gas Transmission Northwest and Klamath County for noxious weed control. Todd Pfeiffer, Weed Control

Background: Klamath County enters into agreements with outside agencies to treat noxious weed infestations on their property.  The purpose of this PO is to control the growth and spread of noxious and non-native weeds at Gas Transmission Northwest locations in Klamath County.

Recommended Motion:  Board approve and authorize chair to sign PO No 4500504013 between Gas Transmission Northwest and Klamath County for noxious weed control.  Fiscal Impact is $3,500.00 income to the Weed Control Budget.

Licenses

1.

In the matter of approving a recommendation for a new liquor license for Shasta Market and Southern Oregon Golf and Repair / King’s Cove. - BOCC

Background: The Oregon Liquor Control Commission (OLCC) verifies that each tavern/store has met the necessary conditions to sell liquor.  The County’s position is a recommendation only and the OLCC may take the recommendation into consideration before granting or refusing the license.

Recommended Motion: Note for the Record. Fiscal Impact: Revenue of $25.00 for each new license to the General Fund-Commissioners.
