Background: Klamath County Community Corrections received a Project Turnkey grant midway through the current budget cycle. This budget resolution will increase State grant revenues and increase Capital Outlay to begin construction on Tiny Homes.
Recommended Motion: The Board of Commissioners of Klamath County, Oregon hereby approve the supplemental budget resolution for fiscal year 2022-2023 as outlined in the attached documents for changes to the Community Corrections Fund. Fiscal Impact: $450,000 increase in revenues and expenditures within the Community Corrections Operating budget.
Background: Klamath County Public Works (KCPW) is requesting bids for the construction of new Sidewalks, ADA Ramps and associated features along Shasta Way between Madison Street and Patterson Street. Currently, there are no sidewalks along the North side of Shasta Way. The engineers estimate is $800,000.00.
Recommended Motion: Board approve and authorize the Public Works Department to issue an Invitation for Bids for the 2023 Shasta Way Sidewalk Improvements project. Fiscal Impact is to be determined.
Background: The Developmental Disabilities Advisory Board has vacancies and has recommended the above named applicants who are willing, able and eligible to serve a term on the Board commencing this day and expiring September 30, 2023.
Recommended Motion: Approve and sign the attached Order appointing Anna Poznanskaya, Amanda Davis and Jacob Morris to the Developmental Disabilities Advisory Board. There is no Fiscal Impact.
Background: The County was notified that the Falcon Heights Water & Sewer District Board had four vacancies due to resignations, as such the Board does not have a quorum. Pursuant to ORS 198.320 the vacancies shall be filled by the County. The County has received two applications to date, by appointing both applicants there will be three Board members, constituting a quorum.
Recommended Motion: Motion was made and approved to appoint Michele Vance and David Tatge to the Falcon Heights Water & Sewer District Board. Fiscal Impact: None
Klamath County Community Corrections Parole and Probation officers are required to qualify his/her firearms twice per year. The City of Klamath Galls owns the range used by Community Corrections to conduct these qualifications. This agreement provides specific guidelines and rules regarding the use of the firearms range and provides instructions for the use of the range.
Recommended Motion: Approve the agreement with The City of Klamath Falls and Klamath County Community Corrections and allow Aaron Hartman to sign on behalf of Community Corrections. Fiscal Impact: No fiscal impact.
Background: In the Firearms Range Use Agreement, the City of Klamath Falls is granting access to KCSO sworn employees and sworn volunteers for training purposes. The agreement, which will be in effect beginning April 17, 2023 for a period of 10 years, addresses terms and conditions of use including storage, rules, insurance, indemnification, liability, and termination.
Recommended Motion: Approve the Range Facility Use Agreement between Klamath County and the City of Klamath Falls for the 10-year period beginning April 17, 2023, which allows the KCSO sworn employees and sworn volunteers to use the facility for training purposes. There is no fiscal impact.
Background: The American Rescue Plan Act Grant Allocation Committee met on January 18, 2023 to hear presentations from eligible grant applications to the Board of County Commissioners (BOCC) for funding. The ARPA Grant Allocation Committee reviewed the recommendations and approved funding to grant recipients on January 19, 2023 for the applicants as detailed below:

Recommended Motion: Approve and sign the Klamath County American Rescue Plan Act Grant agreement. Fiscal impact of $80,000.00 expenditure from the COVID19 Pandemic Grant fund.
Background: The Domestic Well Grant Review Panel met on May 5, 2022 to review and recommend grant applications to the Board of County Commissioners (BOCC) for funding. The BOCC reviewed the recommendations and approved funding to grant recipients during the Admin meeting on June 7, 2022. The following grant recipients have satisfied all grant submissions and the agreements are complete and signed by the applicants.

Recommended Motion: Approve and sign the Klamath County Domestic Well Financial Assistance Grant agreements with above recipients. Fiscal impact of $82,183.22 expenditure from the Commissioners Miscellaneous Grant Fund.
Background: The state grant provides funding to counties to assist in their compliance with ORS 308.232, 308.234, Chapters 309, 310, 311, 312, and other laws requiring equity and uniformity in the system of property taxation. Klamath County has undertaken a self-assessment of its compliance with the laws and rules that govern the Oregon property tax system and is in compliance. The grant application resolution requires approval by the Board in order to meet the grant application submission deadline of May 1, 2023. This grant application was signed and approved in the April 26, 2023 Finance meeting.
Recommended Motion: Approved the grant application resolution and authorized Chair to sign during the April 26, 2023 Finance meeting, to participate in the CAFFA program through the Oregon Department of Revenue. Klamath County agrees to appropriate budgeted dollars based on 100 percent of the expenditures certified in the grant application in the amount of $3,179,231. Departments participating in this grant program are: Assessor, Clerk, Finance, GIS, IT, Tax Collector and Treasurer.
