In the matter of approving the minutes from the May 2, 2023 Business Meeting. - BOCC

Background: Approve the Minutes which summarize all business by the Board of Commissioners for the Business Meeting held on the date stated above.

Recommended Motion: Approve the minutes as presented. Fiscal Impact is None.

Bids/Awards/Proposals

1.

In the matter of accepting a direct hire quote for consulting services at 3319 S. 6th St. Rick Vaughn, Tax/Property Sales

Background: Klamath County requested a direct hire quote for generating a preliminary schematic design for the remodel and development of the former Hanscam’s Bowling Center to be repurposed for use by the Klamath County Fairgrounds, OSU Extension Service and Klamath Grows.  This schematic would be developed in three phases to be billed out separately and not to exceed amounts as follows:


Phase 1 - $2200

Phase 2 - $2500

Phase 3 - $5000

Total - $9700


Recommended Motion:  Accept direct hire quote from Randall+Company for 3319 S. 6th St. Klamath Falls, OR 97603, former Hanscam’s Bowling Center and authorize Property Manager to sign.  Fiscal impact not to exceed $9,700 expenditure from the Klamath County General Fund, Non-Departmental. 



2.

In the matter of approving a quote from Shaffers Electric for a generator for Klamath County Public Health (KCPH). –Jennifer Little, Public Health

Background:  Klamath County Public Health (KCPH) is working to become more resilient to unexpected emergencies and protect important, costly assets such as vaccines and medications in the clinic. In Spring of 2021 the Board of Commissioners approved $20,000 of ARPA dollars to be allocated to Public Health for a generator for the medical room. Quotes were solicited and two were received:


Pacific Electrical Contractors: $21,750

Shaffers Electric: $21,155


Maintenance and Public Health would like to move forward with the quote from Shaffers Electric. The difference in cost will be paid by Public Health.



Recommended Motion:  Move to approve the quote from Shaffers Electric. Fiscal impact is a total of $21,155. $20,000 of expenses will be paid out of Covid 19 Pandemic Grant Fund sub department 2133 and $1,115 from Public Health Clinic-immunization funding sub department 4044.  Authorize department head to sign.

In the matter of approving the Finance Director to sign an order form. Vickie Noel - Finance

Background:  Klamath County Finance Department requested a quote from Workspace for the remodel of the Department.  Due to budget constraints the remodel is temporarily on hold, however, the department needs to replace task chairs as soon as possible.  Since Workspace had already quoted the task chairs, Finance would like to proceed with the purchase of the chairs only.

Recommended Motion:  Board to Approve and authorize the Finance Director to sign order #16828 from Workspace for the purchase of 9 task chairs.  Fiscal Impact is $5,937.50 expenditure from the Finance Department.  This expense will require a budget resolution transferring savings in personnel to Material and Services.

Resolutions

1.

In the matter of signing a Resolution establishing the Klamath County Planning, Infrastructure, and Economic Revitalization (PIER) Selection Committee. - BOCC

Background: The Department of Housing and Urban Development has provided funding to multiple counties impacted by the 2020 Labor Day fires, Klamath County has been allocated $1,703,097.00. Funding is provided to support projects or programs that address planning, infrastructure and economic revitalization recovery and mitigation needs. A requirement of said funding is to establish a Planning, Infrastructure, and Economic Revitalization (PIER) Selection Committee to select and prioritize eligible projects or programs. 

Recommended Motion: Approve and sign the attached Resolution establishing the Klamath County Planning, Infrastructure, and Economic Revitalization (PIER) Selection Committee. Fiscal Impact: None.


8.

Orders

1.

In the matter of appointing Trevor Nystrom and Travis Say to the Klamath River Acres Special Road District Board. - BOCC

Background: The Klamath River Acres Special Road District Board has vacancies.  The above named applicants are willing, able and eligible to serve a term on the Board commencing this day and expiring as follows: Trevor Nystrom expiring December 31, 2025 and Travis Say expiring December 31, 2023.

Recommended Motion: Approve and sign the attached Order appointing Trevor Nystrom and Travis Say to the Klamath River Acres Special Road District Board. There is no Fiscal Impact.

9.

Public Hearings

1.

In the matter of holding the first hearing on proposed changes to the Tobacco Retailing License Ordinance-BOCC

Background: Proposed changes have been made due to public health concerns on the high amount of tobacco use in youth and their ability to purchase tobacco illegally. New language has been added to clarify the definition of child care facility and changes to the proximity of a new tobacco retailing business to the location of a school or child care facility.  The proposed Ordinance is attached.

 

Recommended Motion: Hold the first hearing for discussion and the taking of public testimony (if any) on the proposed Ordinance.  The second and final hearing is scheduled for May 23, 2023 @ 1:15 p.m. Fiscal impact: Publication costs to the Herald and News for the hearings - $128.46 from the BOCC legal notice publish budget 1000-1050-1051-1000-62030

10.

Agreements

1.

In the matter of approving and signing Klamath County American Rescue Act grant agreements for the completed and ready applicants – Natalie Parker, Grant Manager

Background: The American Rescue Plan Act Grant Allocation Committee met on January 18, 2023 to hear presentations from eligible grant applications to the Board of County Commissioners (BOCC) for funding. The ARPA Grant Allocation Committee reviewed the recommendations and approved funding to grant recipients on January 19, 2023 for the applicants as detailed below:

          CHILOQUIN FIRE & RESCUE       $250,000.00

          KLAMATH ADVOCACY CENTER  $100,000.00

          KLAMATH GROWN                       $110,000.00

All grant submission requirements have been satisfied and the contract is complete and signed by grantee.

Recommended Motion: Approve and sign the Klamath County American Rescue Plan Act Grant agreement. Fiscal impact: $460,000.00 expenditure from the COVID19 Pandemic Grant fund.

2.

In the matter of approving and signing Klamath County Domestic Well Financial Assistance Grant agreements - Natalie Parker, Grant Manager

Background: The Domestic Well Grant Review Panel met on May 5, 2022 to review and recommend grant applications to the Board of County Commissioners (BOCC) for funding. The BOCC reviewed the recommendations and approved funding to grant recipients during the Admin meeting on June 7, 2022. The following grant recipients have satisfied all grant submissions and the agreements are complete and signed by the applicants.

          MCFARLAND; EARNEST & JUDY                    $ 732.44

          MYERS, DAVID & KATRINA                              $1,143.13

          SOUTH SUBURBAN SANITATION DISTRICT $4,514.25

Recommended Motion: Approve and sign the Klamath County Domestic Well Financial Assistance Grant agreements with above recipients. Fiscal impact: $6,389.82 expenditure from the Commissioners

Miscellaneous Grant Fund.

3.

In the matter of requesting approval to enter into Intergovernmental Agreement No. 250-2325KLAMATHCOUNTY-000 Boating Safety Program agreement with the Oregon State Marine Board (OSMB) - Chris Kaber, Sheriff

Background: The above referenced agreement has effective dates of July 1, 2023 through June 30, 2025. It also provides for up to $210,479 funding for fiscal years 2023-2024 and 2024-2025 in the form of a reimbursement of costs actually incurred by the Sheriff’s Office for marine related law enforcement activities. 

Recommended Motion:  Approve and authorize the Sheriff to sign Intergovernmental Agreement No. 250-2325KLAMATHCOUNTY-000 between the Klamath County Sheriff’s Office and the Oregon State Marine Board which provides for up to $210,479 revenue into the Special Fund-Sheriff’s Office-Marine Division. Fiscal Impact: Revenue in the Special Fund-Sheriff’s Office-Marine Division up to $210,479 in fiscal year 2023-2024 and 2024-2025. 

4.

In the matter of an agreement between Basin Partners Internship Program (BPIP) and Klamath County Human Resources for a Host Organization Expectation Agreement. Human Resources - Amanda Van Riper

Background: This is an agreement to host a student intern between June 19 and July 21, 2023 for no more than 100 hours.

Recommended Motion: Approve host agreement between Basin Partners Internship Program and Klamath County Human Resources and authorize Klamath County Human Resources Director to sign. Fiscal Impact: $1,200.00 expense to the Human Resources Expenditure budget.

Grants

1.

In the Matter of approving a grant application in the amount of $39,848 between ORMAP and OR DOR and Klamath County, acting by and through Nathan Bigby, Assessor.

Background: ORMAP is statewide property tax map catalog that offers counties to apply for project-oriented grants. In 2019 Klamath County GIS/ Assessor’s office started a project with a projected 2-year timeframe to incorporate the new mapping into the tax lot maintenance flow, due to the continued need to maintain tax lots while also proficiently migrating new tax lots this project is still ongoing. Receiving this grant will support Klamath County in achieving full integration into digital mapping. The grant money will be used to contract with Rhine Cross to move the remaining Klamath County maps into the parcel fabric. 

Recommended Motion:  For the Klamath County Board of Commissioners to authorize Nathan Bigby, Assessor to sign the grant application in the amount of $39,848 between ORMAP and OR DOR and Klamath County, acting by and through Nathan Bigby, Assessor. The fiscal impact will be a revenue of $39,848 for fiscal year 2023-24.
