Background: The Community Development, Solid Waste and Parks year end budget resolution trues up small dollar adjustments in numerous expenditure line items and budgets for increases and decreases in revenues based on actual receipts and actual beginning fund balances.
Recommended Motion: Approve the supplemental budget resolution for fiscal year 2022-23 as outlined in the attached documents. Fiscal Impact: Community Development = $353,722 additional revenues and $875,405 in additional reserves for future expenditures; Solid Waste = increase in revenues and expenditures of $248,056; Parks = $2,000 increase in revenues and expenditures.
Background: This budget resolution records an additional $10,000 in operating transfers to the Assessor’s office and an additional $250.00 to the Commissioner’s Misc Grant fund for additional administration of the Wolf Depredation Grant.

Background: This budget resolution moves expenditures within each sub-department to budget closer to actual and allows for a $20,500 transfer from recording to elections.

Background: This budget resolution transfers funds from treatment court to the General fund to pay for personnel. An additional state grand was awarded in the VOCA program eliminating a need to receive a transfer from the general fund.

Background: This budget resolution will move animal control and patrol payroll savings to equipment and vehicle maintenance due to unforeseen necessary repairs. Also, a transfer is being budgeted to account for ATV grant revenue posted to patrol and the expense posted to Equipment reserve.
Recommended Motion: The Board of Commissioners of Klamath County, Oregon hereby approve the supplemental budget resolution for fiscal year 2022-2023 as outlined in the attached documents. FISCAL IMPACT: $26,094.00 increase in state grant revenues in patrol and $26,094.00 increase in expenditures in Equipment reserve.
Background: Due to a shortfall in the A&T grant as well as lower than anticipated transient room tax fees, the Tax Collector department needs an additional $70,000 in general fund support.
Recommended Motion: Approve the supplemental budget resolution for fiscal year 2022-23 as outlined in the attached document. Fiscal Impact: $70,000 decrease in revenues within the General Fund Tax Collector department.
Background: Legal Services – Attorney expenditures are higher than anticipated. An additional transfer from Internal Services non-departmental and salary savings will be applied to the current budget in the Legal Services line item.

Background: Information Technology and Technology Maintenance sub-department are predicted to end the fiscal year with a deficit in the Material and Service section. The personnel section of the IT Operating sub-department is anticipated to have a surplus. This budget resolution allows for the transfer of surplus funds to cover the expected deficit.

Background: This budget resolution moves funds from operating contingency to various expenditure line items within the Developmental Disabilities operating budget. Most of the budget shortfalls occurred in areas related to computer equipment, travel and rent.
Recommended Motion: Approve the supplemental budget resolution for fiscal year 2022-23 as outlined in the attached document. Fiscal Impact: None, however, there is a $185,700 reallocation from operating contingency to various material and service expenditures.
Background: The purchases from U-Line. Purchase to include barriers to cage in the top tier of the Klamath County Jail to prevent Adults in Custody from falling/jumping. The fiscal impact of the barriers and shipping in the amount of $14,977.74 to be paid from the Sheriff’s Office General Fund - Corrections. There have been multiple adults in custody that have jumped from the top tier causing severe injuries to themselves in the past few months. These barriers will prevent further injuries and potential lawsuits. These specific sized barriers were not available through state contract on Oregon Buys. A on-site inspection by Modoc Contracting concluded the barriers they use were not the correct size or material. Because of the 7-foot-tall ceiling, all other companies researched on the internet including Getvelox.com, McMaster-Carr.com, Merlin-Industrial.com. All sites only have 6 foot and 8-foot barriers available.
Recommended Motion: Approve the Klamath County Sheriff’s Office to accept the quote and to sign for the purchase of barriers to include shipping from U-Line. Fiscal Impact: Expenditures in the amount of $14,977.74 to be paid from the Sheriff’s Office General Fund - Corrections.
Background: The purchases from Roberson Motors Inc. according to state contract #1651. The purchase of upfits for eight (8) vehicles from Day Wireless Systems in Salem according to state contract #178014 and the purchase of eight (8) radios and repeaters from Motorola according to NASPO state contract. The ordering window for 2023 model year vehicles closed May 4, 2023. I was able to submit and get accepted for builds. Due to the timeframe of ordering, receiving, and building the patrol vehicles we are asking to purchase and sign early for the 2023-2024 fiscal year as we will not begin to receive vehicles or parts until after July 2023.
Recommended Motion: Approve the Klamath County Sheriff’s Office to accept the quote and to sign for the purchase of eight (8) 2023 Dodge Durango Pursuit vehicles to include upfit, radios, and repeaters from Roberson Motors Inc. #1651, Day Wireless Systems #178014, and Motorola Solutions NASPO contract. Fiscal Impact: Expenditures not to exceed the amount of $640,000.00 to be paid from the Sheriff’s Office Equipment Reserve.
Background: Klamath County owned property at 3125 Crosby, Klamath Falls, OR 97603 was vandalized and a robbery occurred approx. May 22, 2023. IT will request 3 quotes for a security camera solution and Klamath County Maintenance Dept. will arrange for installation.

Background: Klamath County Public Health would like to use a room at the Community Health Education Center to host infant safe sleep trainings. The room reservation would be for November 30th and December 1st.
Recommended Motion: Move to approve the application for Public Health to use a room at the Community Health Education Center. Fiscal impact is $180 from Health Promotion Disease Prevention sub department 4049. Authorize department head to sign.
Background: Klamath County Public Health (KCPH) participates in the Medicaid Administrative Claiming (MAC) program. Participation in this program allows us to claim Federal Financial Participation (FFP) for our work in providing administrative activities for the state Medicaid plan. The web-based tools used to access and record time studies as well as process claims, and store information belongs to Multnomah Education Service District (MESD). This amendment extends the agreement from through June 30, 2024 and updates the equitably divided administrative fee by 5.4% based on cost of living adjustments for MESD.
Recommended Motion: Move to approve Amendment 3 to Agreement No. C03212 between Multnomah Education Service District and Klamath County Public Health. Fiscal impact is increased quarterly expense of $700 statewide, for a total quarterly expense of $59,396, county allocation to be determined on a rolling quarterly percentage payable from Public Health Clinic Nursing, sub department 4044. Authorize department head to sign.
Background: Klamath County has been awarded funds through Oregon Legislature as a recipient of federal Coronavirus State Fiscal Recovery Funding. The attached amendment and agreement detail the terms and conditions related to spending, reporting, as well as the approved projects submitted to the State of Oregon.
Recommended Motion: Approve and authorize the chair to sign State of Oregon Grant Agreement No. 8036 Amendment No. 1. Fiscal impact: NONE.
Background: In 2021 Klamath County experienced a severe and continuing drought. On March 31, 2021 Governor Brown signed Executive order 21-07 declaring a State of Drought Emergency in Klamath County. That Order initiated several opportunities to assist Klamath County residents experiencing domestic well challenges resulting from the drought. The Domestic Well Grant is to provide financial assistance to the owners of domestic wells located within Klamath County who experienced challenges with their domestic well due to the 2021 drought. The following grant recipients have satisfied all grant submissions and the agreements are complete and signed by the applicants.

Background: The Oregon Liquor Control Commission (OLCC) verifies that each tavern/store has met the necessary conditions to sell liquor. The County’s position is a recommendation only and the OLCC may take the recommendation into consideration before granting or refusing the license.
