Background: The Economic Development Advisory Committee has vacancies and has recommended the above named applicants who are willing, able and eligible to serve a term on the Committee.
Recommended Motion: Approve and sign the attached Order appointing Lacey Jarrell and Brienne Humphrey to the Economic Development Advisory Committee. There is no Fiscal Impact.
Background: This contract is between the Klamath Animal Shelter and Klamath County acting by and through the District Attorney’s Office for the care of large animals that are seized by the Klamath County Sheriff, authorized deputies or other authorized enforcement personnel. This contract is effective July 1, 2023 through June 30, 2026.
Recommended Motion: Approve and sign the contract between the Klamath Animal Shelter and Klamath County for the care of large animals seized. The fiscal impact is a flat fee of $10,000 for year one with a 1% inflation adjustment resulting in $10,100 fiscal year 2024-2025, and $10,201 fiscal year 2025-2026. Funding for this contract will come out of the District Attorney’s budget.
Background: Community Corrections has held an agreement with Chiloquin Visions in Progress since 2020 for office space to be used by a parole and probation officer and use of the conference room for treatment. This amendment extends the agreement for an additional 3 years, which will be from the date of signing through June 30th, 2026.
Recommended Motion: Approve the amendment to the agreement between Community Corrections and Chiloquin Visions in Progress. Fiscal Impact: An annual expenditure of $3,202 from the Community Corrections operating fund.
Background: In 2021 Klamath County experienced a severe and continuing drought. On March 31, 2021 Governor Brown signed Executive order 21-07 declaring a State of Drought Emergency in Klamath County. That Order initiated several opportunities to assist Klamath County residents experiencing domestic well challenges resulting from the drought. The Domestic Well Grant is to provide financial assistance to the owners of domestic wells located within Klamath County who experienced challenges with their domestic well due to the 2021 drought. The following grant recipients have satisfied all grant submissions and the agreements are complete and signed by the applicants: DIVINE, MARJORIE $14,927.40 and SMITH, LYLE & BEVERLY $14,050.50
Recommended Motion: Approve and sign the Klamath County Domestic Well Financial Assistance Grant agreements with above recipients. Fiscal impact: $28,977.90 expenditure from the Commissioners Miscellaneous Grant Fund.
Background: The Klamath County Clerk conducts elections with Klamath County. Each election allows vote-by-mail where ballots are delivered or mailed to the County Clerk’s Office. The Clerk’s office currently has a ballot drop-site agreement with City of Malin for primary and general elections, to have a temporary ballot drop box in their city office. City of Malin has offered to allow the County Clerk to use its property for location of a permanent 24-hour dive-up/walk-up box, like we currently have at Klamath Basin Senior Center, Klamath Community College and Walker Range Fire Patrol. This license agreement allows for this use. This agreement also saves $140.00 per election in even years and provides ballot drop off for every election.

Background: The Klamath County Fairgrounds and Event Center (KCF) has been approached by J.V. Pate, President of ExpoSure with the opportunity to co-produce a Sportsmen’s & Outdoor Recreation Show at the KCF properties on March 15-17, 2024. The partnership will involve both parties and their staffs working together to develop an application, exhibitor agreement, layout, house scale, booth and vendor pricing, advertising program, admission fee structure, etc. in the development and presentation of the event. Derrick Rowley and Gregg Sherrill, Fair Board Chair traveled to Jackson County to further investigate the opportunity during the Outdoor Show at the Jackson County Expo. This trip was made with the purpose of ensuring that the Event Center properties would be sufficient for this type of venue. This event will ultimately assist management with furthering the rental income goals set for the Fiscal Year Budget 2023-24.
Recommended Motion: Approve the agreement between the Klamath County Fairgrounds and Event Center and ExpoSure. Authorize Derrick Rowley, Director to sign the agreement as a representative and co-partner with ExpoSure. Fiscal Impact: None at this time.
Background: As a result of the 2019-2021 legislative session, $10 million in tax exempt lottery bond funding was provided to Business Oregon to provide grants for capital improvement projects to county fairground facilities in Oregon. In accordance with the Grant specifications, the Klamath County Fairgrounds applied for this grant – specifically identifying the need for a new Prefabricated Maintenance Shop building to replace the old dilapidated, insufficient maintenance shop. The Board of Commissioners approved the acceptance of this Grant on August 9, 2022.
Recommended Motion: Approve and authorize the manager/Director of the Klamath County Fairgrounds/Event Center to sign the grant award Contract from Business Oregon with the intent to build a new Prefabricated Maintenance Shop building to replace the old maintenance shop currently on the grounds. Fiscal Impact not to exceed $277,777.00 income to the Fairgrounds Operating Fund. Matching funds are not required; however, anything over the amount awarded will come from the Fairgrounds Operating Fund.
Background: The City of Klamath Falls has approached the Klamath County Fair Board with the need to replace the South 6th Street Booster Station which moves water from the Conger well field to service customers East of the A-Canal. The current station is beyond its operational life and is undersized. The City has worked with the Klamath County Fair Board, Klamath County Commissioners and Klamath County Public Works in identifying a portion of Klamath County Fairgrounds property that would be a good candidate for the new booster station location. Currently, the City is working with a local surveyor to partition a portion of land from the Klamath County Fairgrounds to place the booster station as well as acquire water line easements for the supply and return lines for the station.
Recommended Motion: Approve the application and authorization for the land partition between the Klamath County Fairgrounds and Event Center and the City of Klamath Falls. Authorize Derrick Rowley, Director to sign the agreement as a representative of the Klamath County Fair Board. Fiscal Impact: None at this time.
Background: The Oregon Liquor and Cannabis Commission (OLCC) verifies that each tavern/store has met the necessary conditions to sell liquor. The County’s position is a recommendation only and the OLCC may take the recommendation into consideration before granting or refusing the license.
Recommended Motion: Note for the Record. Fiscal Impact: Revenue of $10.00 for each renewal license to the General Fund-Commissioners.
